“A year’s plan starts with spring; safe production must be firmly put into practice.” Since resuming work after the Spring Festival, construction sites for all China Air Separation projects have swiftly entered full operation. The company attaches great importance to safety production at project sites and promptly implements the relevant requirements issued by higher authorities on safety production. Through measures such as inspection tours led by company executives, special inspections conducted by the Safety Production Department, and the issuance of disciplinary inspection recommendations by the company’s Discipline Inspection Commission, we are providing multi-level, multi-faceted guidance on safety production, thereby ensuring the smooth progress of our projects.
Company leaders went deep into the project site to inspect safety production work.
Recently, Xu Xianghui, Party Secretary and Chairman of the company, together with Li Jijie, Deputy Party Secretary and General Manager, visited the Dalian Dingxin Low-Temperature Tank Area project site to conduct a survey on the resumption of work. At the project site, the company’s leaders gained a comprehensive understanding of the progress made in civil engineering, tank installation, system installation, and electrical & instrumentation construction. They carried out a thorough inspection of safety measures and emphasized that safe production is of paramount importance in project construction. The project team must, while ensuring safety and quality, strictly adhere to the established schedule and push forward all construction tasks, making adequate preparations for the subsequent feed-in and trial production.

Meanwhile, personnel from the company’s Safety Production Department traveled to the Zhangjiagang Chenfeng Wastewater Treatment Plant’s operation and maintenance project to carry out a post-holiday safety inspection aimed at resuming production and work. This inspection covered multiple aspects, including the implementation of safety management systems, the certification status and training records of personnel, risk-based control and self-inspection/self-correction efforts for potential hazards, control measures for hazardous operations, and occupational health management. During the inspection, Safety Production Department staff meticulously documented any issues identified and urged on-site managers to immediately address these problems. They emphasized that hazard identification must leave no blind spots, corrective measures must be fully implemented, and the safe, stable, and efficient operation of the wastewater treatment plant’s operation and maintenance activities must be ensured.
Xu Xianghui made four key arrangements for current and upcoming work on production safety:
First, we must elevate our political awareness and firmly implement the responsibility for safe production. We must thoroughly study and implement the important instructions and directives of General Secretary Xi Jinping on work safety, firmly assign safety production responsibilities to all employees, and closely focus on ensuring safe production during the resumption of work and production.
Second, we must rigorously carry out hazard identification and elimination to solidify the safety defenses for resuming work and production. We must highlight key areas and critical links, carry out safety risk management and address potential accident hazards, and make every effort to fortify the safety defenses for resuming work and production.
Third, we must strengthen safety supervision and comprehensively enhance safety oversight. We must firmly establish the belief that “safety production responsibility cannot be outsourced,” comprehensively strengthen safety oversight by all parties, rigorously scrutinize every checkpoint, and deeply root safety awareness in everyone’s heart.
Fourth, we must strengthen safety training to enhance our ability to prevent and respond to safety risks. We must conduct training on hazard identification and strictly enforce the principle of “no training, no上岗; failing the assessment, no上岗.” We should strengthen warning and educational efforts to effectively enhance our capabilities in safety prevention and emergency response.
