“Three Ones” Safeguard Safe Development | China Air Separation’s “Safe Production Month” Themed Event Is Underway

This June marks the 24th National “Safety Production Month,” with the campaign theme: “Everyone Talks Safety, Everyone Knows How to Respond—Identifying Safety Hazards Around Us.” To thoroughly study and implement General Secretary Xi Jinping’s important discourses, instructions, and directives on safety production and to carry out the “Safety Production Month” series of activities in a solid manner, from June 16 to 17, China Air Separation organized an event featuring “one meeting, one inspection, and one drill,” thereby strengthening the bottom line of safety production and ensuring the company’s safe and stable development.
A moment later: Solidify the safety mindset and implement safety responsibilities.
On June 16, China Air Separation held the expanded meeting of the Safety Committee for the second quarter of 2025. Members of the company’s Safety Committee, secretaries of various Party branches, members of the company’s Safety Office, project managers (including those in charge of operation and maintenance projects), and safety management personnel attended the meeting via a “online + offline” format.
At the meeting, Xu Ming, Deputy Director of the Department of Safety Production, briefed participants on Sumida’s safety management system, covering topics such as the Management Measures for Reporting and Investigating Production Safety Accidents, the Implementation Measures for Internal Reporting Rewards in the Field of Safety Production, the Provisions on the Safety Production Responsibility System, and the work of identifying and addressing potential hazards. He also presented a report on the ongoing efforts to address these hazards.
Li Jijie, Deputy Secretary of the Party Committee and General Manager, laid out plans for the company’s next-phase work on production safety and put forward four key requirements: First, fully implement the safety production responsibilities of all employees and strengthen control over risk sources; second, effectively enhance safety management of subcontracted units and foster mutually beneficial and win-win cooperative relationships; third, earnestly ensure effective safety control over hazardous and high-risk projects as well as risks above a certain threshold; fourth, reinforce the capacity to identify and address hidden dangers, focusing on tackling the most critical and significant hazards.
Party Secretary and Chairman Xu Xianghui delivered a public safety lecture titled “Fulfilling Safety Responsibilities and Safeguarding Safe Development” to all attendees. Through analyzing several typical accident cases, Xu Xianghui... We thoroughly studied and conveyed the important instructions and spirit of General Secretary Xi Jinping as well as the key directives and requirements from Premier Li Qiang, emphasizing the need to earnestly enforce enterprises’ primary responsibility for safety, refine emergency response plans, identify and address potential risks and hazards, strengthen the implementation of safety production measures, and resolutely prevent and curb the occurrence of major safety accidents.
One Check: Strengthen the safety foundation and ensure safe production.
On June 17, Xu Xianghui, Secretary of the Party Committee and Chairman of the Board, led a team to the Jiangsu Andefu project site to conduct a field inspection of safety production work. Li Jijie, Deputy Secretary of the Party Committee and General Manager, Zhang Xingdong, Member of the Party Committee and Deputy General Manager, Zhang Xiaodong, Deputy Chief Engineer of the company, and Xu Ming, Deputy Director of the Safety Production Department, accompanied him on the inspection.
The company’s leadership listened to a report by Su Yiquan, the project’s safety manager, on the progress of safety production efforts—particularly the identification and handling of potential accident hazards—and inspected the safety conditions at the tank operation site. They emphasized that all project personnel should strengthen the foundation of safety, establish a regular mechanism for self-inspection of safety hazards, and implement an incentive system for suggesting improvements. Together, they must ensure safe and stable project operations.
Practice 1: Master emergency response skills and take effective safety precautions.
To strengthen the emergency response capabilities of all project personnel and ensure effective safety precautions and emergency rescue operations in the event of sudden safety incidents, on the afternoon of June 17, under the guidance of company leaders, the Andefu project team conducted a comprehensive emergency drill at the site of the low-temperature liquid ammonia storage tank. Members of the construction contractor and members of the emergency response team participated in the drill.
The drill simulated a heatstroke incident among welding workers that triggered a fire. Chief Commander Li Jijie announced the activation of the emergency response plan. The emergency response team immediately launched emergency operations in accordance with the plan: they promptly evacuated the heatstroke victims, provided emergency medical care, and transported them to the hospital; they also cordoned off and secured the fire scene, evacuated personnel, and extinguished the blaze. Throughout each stage of the drill, the team remained calm, composed, and acted swiftly and skillfully. The emergency drill was successfully completed.
After the drill concluded, Xu Xianghui, together with leaders from the Nanjing Jiangbei New Materials Science and Technology Park and Jiangsu Andefu Warehousing Co., Ltd., presented certificates of honor to the recipients of the “Advanced Individual in Safety Management” award for the Andefu project.
Safe production is now more important than ever, and safe production is an ongoing journey.
