Deeply Study and Thoroughly Understand to Firmly Establish the Correct View of Political Achievements; Coordinate Efforts to Build a Comprehensive Oversight Framework—The Discipline Inspection Commission of CNASEC Holds a Special Meeting

On April 15, the Commission for Discipline Inspection of China Air Separation Engineering Co., Ltd. (hereinafter referred to as “China Air Separation”) convened an expanded meeting to study in depth the important expositions of General Secretary Xi Jinping on establishing and practicing a correct view of political achievements, and to deliberate and deploy the company’s work on building a sound Party conduct and clean government and on coordinating anti-corruption efforts.

In accordance with the deployment requirements of the Discipline Inspection and Supervision Group of China National Machinery Industry Corporation, the meeting focused on the political task of “establishing and practicing a correct view of official achievements.” It conveyed and studied the spirit of the higher-level company’s conference on comprehensively and strictly governing the Party, as well as the remarks delivered by Yang Huolin, Head of the Discipline Inspection and Supervision Group of China National Machinery Industry Corporation, at the group’s conference on studying and implementing the spirit of the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection. The meeting also conducted an in-depth discussion on building a “grand supervision” framework that is led by intra-Party supervision and ensures seamless coordination among all forms of oversight. The meeting was chaired and addressed by Shang Jianbing, a member of the company’s Party Committee and Secretary of the Commission for Discipline Inspection.
I. Deeply Study and Thoroughly Understand, Solidifying the Ideological Foundation of a Correct View of Political Achievements
The meeting pointed out that General Secretary Xi Jinping’s important expositions on “serving the people and bringing them benefits is the greatest political achievement” and “adhering to high-quality development and refraining from seeking quick gains” serve as the fundamental guiding principles for the company’s discipline inspection work. All discipline inspection officials must deeply understand the core essence of “for whom are achievements made, what kind of achievements should be made, and on what basis are such achievements built,” integrate the study of the newly revised Regulations on the Ethical Conduct of Leaders in State-Owned Enterprises with Party discipline education and learning, resolutely correct such cognitive biases as “emphasizing visible achievements while neglecting underlying ones, and prioritizing development over oversight,” and ensure that the company’s development proceeds steadily and sustainably.
II. Systematic Planning to Enhance Coordinated Oversight through the “12365” Framework
The meeting emphasized that oversight is itself a form of protection, and strict supervision is, in fact, a profound expression of care. Centered on the company’s “12365” clean and upright air separation discipline inspection system, the meeting heard reports on oversight activities from various functional departments and coordinated the deployment of key annual oversight tasks. The meeting called for:
1. Seamless integration at the institutional level : Foster a “whole-organizational” mindset, promote the seamless integration of disciplinary inspection and supervision with auditing, financial oversight, and business oversight, and establish a “grand oversight” system led by intra-party supervision;
2. Focus on the priorities : Closely monitor key areas such as project construction and material procurement, extend oversight to the front lines of production and operations, and safeguard the security of state-owned assets;
3. Implement in a practical and effective manner : Use “real effectiveness” as the benchmark for evaluating performance, eliminate superficial oversight, and ensure that problems are genuinely rectified and that institutional mechanisms are truly effective.
III. Firmly Assign Responsibilities and Uphold a Rigorous and Pragmatic Work Style to Safeguard Enterprise Development
In his concluding remarks, Shang Jianbing put forward three requirements:
1. Further elevate political stance. We must internalize the correct view of political achievements, translate the “two safeguards” into concrete actions that safeguard the security of state-owned assets and ensure the healthy growth of cadres, and resolutely prevent the distortion and abuse of power.
2. Further Enhancing Supervision Quality and Effectiveness It is essential to adhere to the principle of seeking truth from facts and emphasize long-term effectiveness, making full use of the “in-depth, practical, and meticulous” supervisory approach. Such oversight should not only identify and rectify problems but also promote effective governance, thereby translating supervisory outcomes into enhanced corporate governance performance.
3. Further Strengthening of Team Building Discipline inspection and supervision officials must take the lead in upholding “loyalty, integrity, and responsibility,” fostering a clean and upright political environment to ensure a strong start for the company’s 15th Five-Year Plan period and to mark the 105th anniversary of the founding of the Communist Party of China with outstanding achievements.
Members of the company’s Commission for Discipline Inspection, discipline inspection committee members of all Party branches, members of the Coordination Group for Building a Clean and Honest Government and Combating Corruption, and heads of relevant departments attended the meeting.
