Ye Longmao, Chairman of the Trade Union of Provincial and Ministerial-Level Enterprises and Public Institutions in Zhejiang Province, Leads a Delegation to CNASEC for Research and Guidance

On April 13, Ye Longmao, a member of the Standing Committee of the Zhejiang Provincial Federation of Trade Unions and Chairman of the Provincial and Ministerial-Level Enterprise and Public Institution Trade Union, led a delegation to China Air Separation Engineering Co., Ltd. (hereinafter referred to as “China Air Separation”) for a research and guidance visit. This visit marked the first specialized field study since the official transfer of China Air Separation’s trade union affiliation to the management of the provincial and ministerial-level enterprise and public institution trade union on April 1, with the aim of gaining an in-depth understanding of grassroots trade union operations and providing targeted guidance for building “employee-development-oriented” trade unions. Sang Jianbing, Secretary of the Commission for Discipline Inspection and Chairman of the Trade Union at China Air Separation, along with other relevant trade union officials, attended the symposium.

The research team first conducted on-site visits to model exhibits of China Air Separation’s flagship engineering projects, the Employee Home, sports and fitness facilities, employee activity rooms, and the “Sky Garden,” among other key venues. During these visits, they gained a thorough understanding of China Air Separation’s innovative practices in green energy projects, digital transformation, and the cultivation of new-quality productive forces, and commended the union for thoughtfully developing employee service facilities and fostering a people-centered work environment.

At the subsequent symposium, Shang Jianbing delivered a special report on behalf of the China Air Separation Trade Union. Centered on the overarching theme of “integrating into the main battlefield of industrial reform and building a ‘empowerment-oriented’ trade union with distinctive features as a technology-driven engineering company,” the report systematically outlined the specific measures, innovative practices, and initial achievements of China Air Separation—as a technology-driven engineering firm with a high proportion of highly skilled personnel—in strengthening ideological guidance, deepening the reform of the industrial workforce development system, establishing innovation-and-empowerment platforms, and improving democratic management and employee care systems. Drawing closely on the company’s business characteristics, the report also put forward reflections and recommendations on how to precisely implement the requirements for building a “employee-growth-oriented” trade union going forward, including seeking tailored guidance on a “one-company-one-policy” basis, establishing cross-sector alliance platforms, and conducting on-site benchmarking and learning initiatives.
After listening to the briefing, Chairman Ye Longmao fully commended the China Air Separation Union for its swift integration following the transfer, its proactive thinking, and the solid groundwork laid in the early stages. He noted that the union has a clear positioning and distinctive characteristics in serving a high-caliber team of technical professionals and in promoting the deep integration of innovation and production. With regard to the next phase of the union’s work, Chairman Ye put forward four guiding requirements:
First, we must focus on industrial reform and build a high-level talent hub. The China Air Separation Industry Union is required to closely align with the directives of higher authorities, fully leverage the unique advantages of technology-driven engineering enterprises, and establish and improve a comprehensive mechanism for “training, development, and cultivation,” with a strong emphasis on forging a large contingent of knowledge-based, skills-oriented, and innovation-driven industrial talents who can underpin new-quality productive forces.
Second, we must stay firmly focused on the central mission and unleash powerful momentum for high-efficiency innovation. It is imperative that trade union work be fully aligned with the company’s development strategy, continuously refining such platforms as the “dual-qualified” mentorship program, labor skills competitions, and innovation studios, so as to fully tap the innovative potential of technical personnel and demonstrate the trade union’s role in advancing China’s drive for scientific and technological self-reliance and strength.
Third, we must put people first and enhance the effectiveness of high-quality services. We should continuously broaden channels for employees’ democratic participation, improve long-term mechanisms for showing care and concern, and address employees’ urgent, difficult, and pressing needs with genuine dedication and empathy. In this way, the fruits of high-quality development will benefit all employees more extensively and equitably, thereby strengthening their sense of belonging and well-being.
Fourth, we must consolidate the organizational foundation and forge a model union family of the highest standards. We need to strengthen the union’s self-development, with “empowering people and fostering growth” as the core principle, “promoting industrial reform and innovation” as the key driver, and “caring for employees and safeguarding their development” as our guiding mission. In this way, we will build a union organization that is more dynamic, more robust, and truly becomes the trusted “family” of all workers.
This research trip has provided clear direction and boosted morale for the China Air Separation Union as it embarks on a new journey during the 15th Five-Year Plan period. The Union stated that it will earnestly implement the requirements outlined by Chairman Ye Longmao, translate the guiding opinions into concrete action plans, and focus on the key areas of intelligent, green, technological, and integrated development. It will continue to strengthen the Union’s capacity for leadership, organizational effectiveness, and service delivery, uniting and mobilizing all employees to contribute greater “air separation strength” to Zhejiang Province’s high-quality development and its efforts to become a demonstration zone for common prosperity.
