Upholding innovation and pragmatic action to break new ground, and uniting as one to write a new chapter. On February 4, China Air Separation held in Hangzhou its 2026 Conference on Comprehensively Strengthening Party Governance, its Conference on Building a Clean Government and Combating Corruption, and its Business Operations Conference together with the Second Session of the Fifth Congress of Employee Representatives. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meetings thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th CPC Central Committee, reviewed the company’s production and business performance in 2025, outlined key tasks for 2026, conducted in-depth discussions on issues related to the company’s reform and development, further consolidated the positive momentum of the company’s growth, and strived to usher in a new chapter of high-quality, sustainable development during the 15th Five-Year Plan period.

Xu Xianghui, Secretary of the Party Committee and Chairman of the company, delivered the 2025 Party Building Work Report and addressed the meeting on behalf of the Party Committee. Li Jijie, Deputy Secretary of the Party Committee and General Manager, presented the Business Operations Report, while Shang Jianbing, Member of the Party Committee and Secretary of the Commission for Discipline Inspection, delivered the report on the work of the Commission for Discipline Inspection. Zhou Lijun, Deputy Secretary of the Party Committee, chaired the meeting. Members of the company’s leadership team attended, as did mid-level managers, all Party members, union committee members, Youth League branch committee members, and employee representatives.

The meeting noted that 2025 marks the final year of the company’s 14th Five-Year Plan. In the face of multiple challenges—including a severe, complex, and volatile external economic environment and internal reform and restructuring—the company has steadfastly advanced comprehensive and rigorous Party governance, adhered to the working principle of “firm confidence, focused innovation, and quality-driven growth with incremental expansion,” and taken the “11517” value-based Party-building system as its guiding framework. On this basis, the company has rigorously carried out study and education on the spirit of the Central Committee’s Eight-Point Regulation, firmly safeguarded its core business operations, strengthened its resilience for sustainable development, and laid a solid foundation for making a strong start and achieving steady progress during the 15th Five-Year Plan period.

The meeting emphasized that 2026 marks the inaugural year of the 15th Five-Year Plan and the 105th anniversary of the founding of the Party, and is also a pivotal year for the company’s reform and development to achieve comprehensive momentum. All levels of the company must thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, regard the establishment and improvement of a robust system for exercising full and rigorous self-governance over the Party as a major task, adhere to the guidance of the “11517” value-based Party-building system, and strive to usher in a new phase of high-quality, sustainable development during the 15th Five-Year Plan period.

Xu Xianghui delivered a report on Party building titled “Party Building Leads to Unified Strength and Innovation in Practical Work Opens New Prospects—Guiding High-Quality, Sustainable Development through High-Quality Party Building,” which, centered on the “Six Principles of Adherence,” reviewed the achievements made in 2025 in comprehensively and strictly governing the Party and outlined six key initiatives for 2026.

II. Activating the “Source of Momentum” to Strengthen the Ideological Foundation with Greater Vigor

III. Sound the “Charge,” and Build a Solid Fortress with Stronger Accountability

IV. Emphasizing the “Commanding Baton” to Build a High-Quality Team Through Superior Pathways

V. Weaving a Tight “High-Pressure Network” to Foster a Cleaner Political Environment with Stricter Standards

VI. Jointly Drawing “Concentric Circles” to Unite Team Strength with Renewed Vigor

In his address, Xu Xianghui provided an in-depth analysis of the current situation and reviewed the Company’s key operational achievements during the 14th Five-Year Plan period. He noted that, over this period, the Company’s principal performance indicators achieved historic breakthroughs, its core business continued to advance toward higher quality and greater sophistication, its research output was substantial, and the organization as a whole entered a phase of steady and sustainable development. The speech focused on three key areas—“strategic planning and layout to embark on a new journey; technology-led innovation to achieve higher-level development; and mechanism optimization to unleash robust momentum”—and outlined a comprehensive roadmap for the next phase of work. In addition, four requirements were put forward for the 15th Five-Year Plan: first, align with prevailing trends and build on existing momentum by integrating into national and higher-level development strategies; second, draw on past experience, stay laser-focused on the core business, and formulate action plans tailored to the Company’s unique strengths; third, break down objectives and assign clear responsibilities, while establishing a dynamic monitoring and adjustment mechanism; and fourth, conduct multi-level deliberations and ensure coordinated efforts across all levels to pool the collective wisdom and commitment of the entire organization.

Li Jijie delivered a business work report titled “Pooling Wisdom to Usher in a New Journey, Joining Forces to Write a New Chapter, and Striving with All Our Might to Ensure a Strong Start and Solid Progress in the 15th Five-Year Plan Period.” The report analyzed the performance of key business indicators for 2025, noting that, despite a complex and challenging external environment, all cadres and employees have worked together in a spirit of unity and determination. As a result, the company’s operations have not only withstood pressure but also highlighted strengths and laid a solid foundation for high-quality development, demonstrating a sustained upward trend. The report further clarified that, to secure victory in the 2026 business campaign, the focus must be on value creation, steadfast innovation, and adherence to the overarching working principle of “clarifying direction, building capabilities, forging a high-performing team, and maintaining unwavering action.” To this end, priority should be given to six key areas of work:

III. Focusing on Brand Building and Strengthening Project Management

IV. Focusing on Core Competencies and Strengthening Technological Innovation

VI. Focusing on Institutional Development and Strengthening Performance Assessment and Incentives

Shang Jianbing conveyed and studied the spirit of the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection, conducted cautionary education, and delivered a report on building a sound work style and clean government and combating corruption titled “Strengthening Oversight to Consolidate Foundations, Upholding Strict Conduct to Establish One’s Character, and Implementing Practical Education to Forge the Soul—Using Powerful and Effective Disciplinary Inspection Measures to Promote the Company’s Steady and Sustainable Development.” He outlined the key tasks for 2026 around four areas: continuously strengthening political oversight, deepening and expanding routine oversight, comprehensively advancing the “three no’s” against corruption, and reinforcing the building of the disciplinary inspection team.

The meeting featured breakout sessions focused on the company’s reform and development initiatives and the key priorities for 2026, pooling the wisdom and confidence of all employees to propel the company’s growth to a new level.

Xu Xianghui presented the Party-building work target responsibility letters to the secretaries of all Party branches and the integrity and clean-government construction responsibility letters to the heads of all business divisions. Li Jijie, in turn, handed out the business-target responsibility letters to the heads of each business division. During the meeting, democratic evaluations on integrity and clean governance were conducted, along with the “one report and two evaluations” procedure.

A ceremony was held to launch the “Red Momentum” Party-building brand initiative and to formally appoint seven specialized task forces, with the aim of inspiring all cadres and employees to step up and take on challenging responsibilities, thereby injecting stronger red momentum into the company’s high-quality development during the 15th Five-Year Plan period.

The meeting held the 2025 Annual Commendation and Award Ceremony, calling on all cadres and employees to take the role models as examples, muster even greater morale and commitment, and work diligently to jointly usher in a new phase in our work.
