On the morning of August 7, the Party Committee of China Air Separation held its regular meeting for the second quarter of 2024 to study, publicize, and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. The meeting also provided an opportunity to exchange views on the party building work conducted over the past six months, summarize and report on the results of the second-quarter inspections of party building work across various branches, and clearly define the key priorities for the next phase, thereby strengthening party building leadership and further promoting the deep integration of party building with production and operations. Comrade Sheng Jianbing, member of the company’s Party Committee and Secretary of the Discipline Inspection Commission, attended the meeting and delivered a speech. Comrade He Hongying, head of the Party Committee’s Work Department (Party Publicity Department), chaired the meeting. Members of all branch party committees, “Branch Committee Plus” members, and all staff of the Party Committee’s Work Department (Party Publicity Department) participated in the meeting.

All participants first watched a video introducing and promoting the spirit of the Third Plenary Session of the 20th Central Committee. The secretaries of each Party branch then exchanged views on the Party building work carried out by their respective branches in the first half of 2024. Representatives from the branch committees shared details about their branch’s highlight initiatives and insights gained from these efforts.

He Hongying reported on the results of the Party-building work inspections conducted by various party branches in the second quarter, and provided specific guidance on “promoting the deep integration of Party-building work with business operations” and “managing the foundational aspects of Party building.” Jianbing Shi presented the “Mobile Red Flag” for Party-building assessment to the Chemical Industry Party Branch.

Zhang Jianbing fully affirmed the outstanding achievements of each branch in Party building during the first half of the year. He expressed his hope that all branches would continue to strengthen communication and learning, constantly enhancing their capacity for Party-building work, and put forward three requirements for the next phase of work:

First, we must adopt a higher political perspective, strengthen our theoretical education, and thoroughly study, publicize, and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Party, continuously enhancing the political competence of Party members. We need to gain a comprehensive and macro-level understanding of the spirit of the Plenary Session, grounding our efforts in the actual needs of the company’s reform and development as well as our individual job roles. We should intensify organized learning activities, emphasizing learning and training, publicity and explanation, tackling tough challenges, and achieving practical results. We must ensure that the spirit of the Plenary Session is explained deeply, thoroughly, accurately, and precisely, further deepening the outcomes of the extensive discussions on liberating minds that have taken place within the company, and guaranteeing that all targeted initiatives yield tangible results.

Second, we must adopt a stronger integration mindset, reinforce Party building as the guiding force behind business development, and effectively promote the deep integration of Party building with production and operations—using Party building to drive business and leveraging business to strengthen Party building. We need to place particular emphasis on integrating Party-building plans, training and education programs, and production and operational goals. Starting from the branch companies’ task objectives, developmental bottlenecks, and the needs of cadres and employees, we should engage in coordinated planning. We must continue to make good use of the Party-building-plus-research mechanism—“leading cadres taking charge of projects, branch secretaries leading projects, and Party members undertaking innovation initiatives”—to achieve “dual enhancement” of Party building and enterprise performance.

Third, we must foster a more pragmatic and exemplary work style to build combat-ready Party organizations, continuously advance the "Clean and Integrity Air Separation" initiative, and nurture a political environment characterized by integrity and uprightness. We need to intensify efforts to institutionalize and sustain the Party’s disciplinary education and learning, think more deeply and optimize our working methods. Through regular self-checks, constant reflection, strengthened management, and enhanced supervision, we must transform strict discipline into concrete behavioral guidelines, guiding and encouraging all Party members and cadres to be bold in taking initiatives, skilled in planning and execution, and committed to practical action. This will help create an atmosphere of unity and concerted effort, where everyone shares the same vision and pools their energy toward common goals.
